Preparedness and Disaster Resiliency

Emergency Management is the core component of the Public Safety Department responsible for coordinating all emergency mitigation, preparedness, response and recovery efforts on the Medical Campus. Medical Campus Emergency Management works closely with the Office of Emergency Management (OEM) to assure a comprehensive and consistent University-wide Emergency Management program.

Disaster Plans

Disaster Planning, Response and Recovery is completed at four levels, each providing a progressively greater level of specificity.

  1. University-Wide Comprehensive Emergency Management Plan (CEMP)
    The CEMP is a broad document which describes general mitigation, preparedness, response, and recovery concepts at the University-Wide level. The plan is maintained under the leadership of the Vice President of Real Estate and Facilities.

  2. UHealth System & MSOM Emergency Operations Plan
    The EOP is a more focused document which describes specific mitigation, preparedness, response, and recovery concepts at the Medical Campus and UHealth System level.

  3. UReady Continuity of Operations Plans
    Each Unit and Sub-Unit within the University is required to have its own unique document which describes with a high level of specificity concepts and capabilities regarding how the Unit/ Sub-Unit is organized for preparation and timely recovery from a major incidents. Such documents are referred to as UReady Plans. All Unit/ Sub-Unit UReady Plans are maintained under the leadership of the Unit/ Sub-Unit, though delegates may be appointed.   4. Policies and Procedures
    Policies and Procedures provide the very specific details of how to execute specific steps in an incident response and recover. Policies and Procedures may be established at any level in the planning process, and are maintained under the leadership of the Unit/ Sub-Unit that creates them.
