Biography
Rachel Belt, Ph.D., M.Sc., is an assistant professor in the Department of Public Health Sciences at the University of Miami Miller School of Medicine. She is a global health researcher whose work focuses on immunization equity, health systems strengthening, humanitarian health and digital approaches to engaging underserved populations.
With more than 20 years of experience in global public health, Dr. Belt has held leadership and research roles with the World Health Organization, UNICEF and Gavi, the Vaccine Alliance. Her work has focused on expanding vaccine access for underserved populations through immunization program design, implementation and evaluation, including HPV and COVID-19 vaccine introductions in conflict settings and urban environments. She also led humanitarian health programs in Haiti following the 2010 earthquake and served as a consultant to the Haitian Prime Minister.
Dr. Belt’s research examines the ethical use of digital technologies to engage hard-to-reach populations, with interests in data privacy, participant retention and equitable access to care. She collaborates on research involving underserved communities in Nigeria, Chile, Kenya and Haiti, and her work has been published in peer-reviewed journals including Conflict and Health, BMJ Open and Vaccines.
She serves as a Term Member of the Council on Foreign Relations and contributes to global immunization policy through the Immunization Agenda 2030 Zero-Dose and Equity Working Group and the Urban Immunization Working Group. She also serves as Community and Research Liaison at the Center for Haitian Studies in Miami.
Dr. Belt earned her Ph.D. At the University of Oxford, an M.Sc. in humanitarian health programme management from the Liverpool School of Tropical Medicine and a B.A. in political science from Columbia University. She also completed executive education at the Harvard Kennedy School. -
